Overview & Service Areas

Joshua Rosen offers business development consulting services relating to energy and climate policy, with specific knowledge of offshore wind in the Gulf of Maine–including its complex stakeholder landscape–and national trends in offshore wind policy and supply chain development.

In addition to offshore wind industry-specific expertise, Josh possesses senior management-level experience from highly entrepreneurial nonprofit, research and development, and municipal government organizations in Maine.

Josh is located in Portland, ME. He received a dual JD/MBA, with a central focus on energy and climate law, from the University of Maine System in Spring 2022.

He is slated to join Foley Hoag, LLP, in Boston as an incoming associate attorney in Fall 2022.

Service areas include:

  • Energy, climate, and supply chain policy planning and development
  • Communications strategy development and execution, particularly in nonprofit and R&D settings
  • Grant writing and proposal development management in response to federal/state agency RFPs or FOAs
  • Meeting facilitation, including city/town meetings and nonprofit boards

About Josh

Josh received a dual JD/MBA from the University of Maine School of Law and the University of Maine Graduate School of Business in Spring 2022. He graduated cum laude and was the Energy & Environmental Law Fellow for Maine Law’s Class of 2022. His primary academic focus is energy and climate law and decarbonization.

In addition to his current academic pursuits, Josh consults with a mix of clients in private, nonprofit, and government settings.

Josh previously served as the University of Maine Advanced Structures and Composites Center’s Communications & IT Manager from 2014-2018. He assisted with stakeholder engagement and project management aspects of the Maine Aqua Ventus project, a U.S. Department of Energy-funded effort to commercialize UMaine’s floating offshore wind turbine technology known as VolturnUS.

During this time, he also assisted the Center’s Executive Director in writing and preparing successful, multi-million dollar R&D proposals that advanced UMaine’s world-wide leadership in ocean energy, transportation infrastructure, and defense.

Josh served on the Bangor City Council from 2013-2016. He campaigned on sustainability and cultural development as economic development. He chaired the Infrastructure Committee and Government Operations Committee. While on the council, Josh championed a solar energy summit for regional municipal leaders through a partnership with the U.S. Department of Energy. Since the summit, a significant number of participating towns have had “solarize,” group purchasing programs or implemented municipality-owned solar generation facilities. The City of Bangor continues to explore solar energy: officials recently announced that an investment in solar energy generation could save the city nearly $4 million.

Josh is a member of Maine Development Foundation’s Leadership Maine Chi Class. He has served several nonprofit boards in the greater Bangor region, including the Bangor Symphony Orchestra and Bangor Greendrinks. He currently serves on the board of Temple Beth El in Portland, Maine.

In cooperation with Dr. Harold Borns at the University of Maine Climate Change Institute, Josh launched an iPad app in May 2015 called “Maine Ice Age Trail Map & Guide,” a visual guide that details the profound impact the ice age had on Maine’s landscape.

He received a B.S. in Earth and Climate Sciences from the University of Maine in 2013.
